Community bike workshops

These types of schemes http://dashnyblog.org/rochester-community-bikes-building-community-two-wheels-at-a-time#comment-4235 are such a great way to get more people onto bikes. And probably more importantly, give people a way of getting around independently - pretty hard to put a price on that !
